Will the Bangsamoro agreement work?
The Parties agree that the status quo is unacceptable and that the Bangsamoro shall be established to replace the Autonomous Region in Muslim Mindanao (ARMM). Working with other groups and sectors, the two parties shall ensure the establishment of a new Bangsamoro political entity that will protect individual and collective rights, and be truly democratic, representative of the diversity of the populace, and accountable to the communities therein. Senator and former judge Miriam Defensor Santiago, along with many columnists and commentators, are saying so in the week after the much-celebrated signing of the Comprehensive Agreement on the Bangsamoro on March 27 in Malacanang Palace. Among issues being raised are the creation of a Bangsamoro “substate” which could secede from the republic, and the exclusive grant of police and other powers to the envisioned entity which the Constitution reserves for the national government. Moreover, there is the express assurance that Bamgsamoro would be created, as seen in the above-quoted provisions of the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro (CAB). This despite the inability of the Executive branch, which is the only government entity covered by the agreement, to pass the law needed to abolish and replace the ARMM. These legal challenges in implementing the CAB, the FAB, and its four annexes and one addendum, is the subject of the coming Special Report by the Center for Strategy, Enterprise & Intelligence (CenSEI) to be published next week. Complimentary copies of the full report may be ordered at report@censeisolutions.com. Running more than 200 pages, including texts of all the Bangsamoro accords and annexes, the CenSEI study, titled Will The Bangsamoro Agreement Work?, also analyzes political issues to be addressed in implementing the pact. There are also chapters on the history of Muslim insurgency and the peace process in Mindanao, and the interests and involvement of foreign nations and international institutions in the pact. Lastly, the final article poses the question: Will the Bangsamoro Agreement help solve Mindanao’s big problems? Plainly, if the deal doesn’t do much to alleviate the worst poverty in the country, the proliferation of private armies and criminal groups, including the Abu Sayaff; the endemic corruption and inefficiency in local governance, and woeful lack of infrastructure, then it would be difficult for peace to take root and flourish. Excerpts of the report will run in this column next week. If so, that would be against the Constitution. As Senator Santiago said in her recent speech to Gordon College graduates in Olongapo, “the Executive branch had no power to bind the two other branches—Legislative and Judicial. And some critics argue that government negotiators representing President Benigno Aquino 3rd may have indeed made commitments beyond what the Executive is empowered to do by agreeing with the Moro Islamic Liberation Front (MILF) that “the Bangsamoro shall be established” and “the two parties shall ensure the establishment of a new Bangsamoro political entity. The same issue of the Executive making commitments beyond its constitutional power led to the 2008 Supreme Court decision striking down the Arroyo administration’s Memorandum of Agreement on the Ancestral Domain Aspect of the GRP-MILF Tripoli Agreement on Peace of 2001 (MOA-AD). In that decision, certain provisions in the MOA-AD were deemed to be not in agreement with the Constitution and, therefore, would require charter amendments for them to be implemented. Among these provisions are the “associative” relationship between the national government and the Bangsamoro Juridical Entity envisioned in the Memorandum, and the powers to be accorded to the BJE. “Paragraph 7 on Governance of the MOA-AD states, however, that all provisions thereof which cannot be reconciled with the present Constitution and laws “shall come into force upon signing of a Comprehensive Compact and upon effecting the necessary changes to the legal framework.” . . . “Plainly, stipulation-paragraph 7 on GOVERNANCE is inconsistent with the limits of the President’s authority to propose constitutional amendments, it being a virtual guarantee that the Constitution and the laws of the Republic of the Philippines will certainly be adjusted to conform to all the ‘consensus points’ found in the MOA-AD. Hence, it must be struck down as unconstitutional. While some lawyers may read the phrase “upon effecting the necessary changes to the legal framework” as a condition for implementing the agreement, the 9-6 majority decision, however, saw the phrase as a term or commitment acceded to by the government and thus, “a virtual guarantee” of needed changes in legislation — which the Executive branch did have the power to deliver. To make its ruling even clearer, the High Court cited the language of the 1996 peace accord with the Moro National Liberation Front: “While the MOA-AD virtually guarantees that the ‘necessary changes to the legal framework’ will be put in place, the GRP-MNLF final peace agreement states thus: ‘Accordingly, these provisions shall be recommended by the GRP to Congress for incorporation in the amendatory or repealing law. A full analysis of this legal issue as it pertains to the MILF accord is set forth in the first and main chapter of the CenSEI report on the Bangsamoro Agreement. Certainly, there are categorical statements like the ones quoted at the start of this article, in the FAB and its annexes, which may lead some legal minds to conclude that the Executive went beyond its constitutional authority in agreeing to those provisions. On the other hand, there are also specific references especially in the annexes outlining legislative and electoral processes mandated in the Constitution and other laws. Among them are the mandates for the Bangsamoro Transition Commission envision in the FAB to draft constitutional amendments, if required, and for the President to submit to Congress the draft Basic Law establishing Bangsamoro. These provisions could be cited as acknowledging the constitutional prerogatives of both Congress and the electorate in implementing the pact. Of course, there is no guarantee how the Supreme Court would rule on the issue, already the subject of at least three petitions against the Framework Agreement. Plainly, the march to lasting peace is far from over. (Part 2 on the legal and political issues in the Bangsamoro Agreement will be published on Monday. (April 3 2014) — Michigan International Speedway (MIS) is giving record snow the boot this week as the track prepares for next week’s Goodyear tire test for NASCAR. More than 80 inches of snow has fallen at MIS, in Brooklyn, this year. And with just a week to go before NASCAR’s fastest track opens its gates for Goodyear on April 8-9, it was time to call in the big guns to melt ice and snow from the pavement. Track maintenance crews used old-fashioned know-how March 31, enlisting the help of jet dryers to melt snow drifts and sheets of ice on some areas of the racing surface. The ice was several feet thick in some places, especially in shaded areas of the track. While temperatures are expected to be warmer this week and next, it was important to get a jump on melting the ice before cars test. The jet dryer was first used in the early-70s to melt snow at MIS. It evolved to eventually be the primary means NASCAR used to dry racetracks after rain-delays. Today, jet dryers have been replaced by NASCAR’s innovative Air Titan technology. MIS President Roger Curtis said he expects all the snow and ice will be gone by next week. Bacteria Could Grow Futuristic 'Self-Healing' Materials
Researchers have produced "living" materials by nudging E. coli bacteria (oblong object) to grow biological films that contain a special type of protein called curli fibers (blue lines). The team also modified these proteins to make inorganic materials, such as gold nanoparticles (gold) and quantum dots (green and red dots), to grow on the biofilms. Researchers have produced "living" materials by nudging bacteria to grow biological films. In turn, this process could lead to the development of more complex and interactive structures programmed to self-assemble into specific patterns, such as those used on solar cells and diagnostic sensors, and even self-healing materials that could sense damage and repair it, a new study finds. "In contrast to materials we use in modern life, which are all dead, living materials have the ability to self-heal, adapt to the environment, form into complex patterns and shapes, and generate new functional materials and devices from the bottom up," said study lead author Timothy Lu, a biological engineer at the Massachusetts Institute of Technology. Such "living materials" are essentially hybrids that have the best of both worlds: the benefits of both living cells, which can organize and grow on their own, and nonliving materials, which add functions such as electricity conduction or light emission. For instance, other researchers have looked at the possibility of organizing viruses into new materials. But Lu said his team's approach is different. "Previous systems do not leverage the characteristics of living organisms," he told Live Science. "Also, most modern materials' synthesis processes are energy-intensive, human-intensive endeavors. But we're suggesting to use biology to grow materials from the bottom up in an environmentally friendly fashion. To create the materials, Lu's team took inspiration from natural materials, such as bone and teeth, which contain a mix of minerals and living cells. Bones grow when cells arrange themselves into specific patterns and then excrete special proteins to produce the calcium phosphate structures. Lu's team tried to do the same by reprogramming Escherichia colibacterial cells using genetic engineering to produce the proteins. E. colinaturally produce biofilms that contain a special type of protein called curli fibers that help the bacteria attach to surfaces, and are known to have the strength of steel. Each curli fiber is composed of a chain of identical protein units called CsgA, which can be changed by adding protein fragments called peptides. These peptides can capture nonliving materials, such as gold nanoparticles, and incorporate them into the biofilms. The researchers' goal was to get the bacteria to secrete the protein matrix in response to specific stimulants. To do so, the researchers disabled the bacterial cells' natural ability to produce CsgA and replaced it with an engineered genetic code that produces CsgA proteins only under certain conditions — when a molecule called AHL is present. The scientists could then adjust the amount of AHL in the cells' environment, and when AHL was present, the cells produced CsgA, making curli fibers that merged into a biofilm. The team then modified E. coli in a different way, to make it produce CsgA with a specific peptide with many histidine amino acids, but only when a molecule called aTc was present. "This allowed us to control the materials that were made by the bacteria using external signals," said Lu. Just by increasing or decreasing the amount of AHL and aTc in the modified E. coli's environment, they were able to modify the production and composition of the resulting biofilms. The team then modified the proteins to make inorganic materials, such as gold nanoparticlesand quantum dots, to grow on the biofilms. By doing so, the researchers engineered self-growing E. coli biofilms that could conduct electricity or emit fluorescence. The researchers also modified E. coli so the cells could "talk" to each other and coordinate the formation of materials whose properties change over time, without requiring human input. "Ultimately, we hope to emulate how natural systems, like bone, form. No one tells bone what to do, but it generates a material in response to environmental signals," Lu said. "One can imagine growing materials using sunlight rather than needing to have very energy-intensive processes for top-down materials' synthesis," he added. Lu also envisions living cellular sensors that change their properties when they detect specific environmental signals, such as toxins. Finally, by coating the biofilms with enzymes that catalyze the breakdown of cellulose, this work could lead to materials that convert agricultural waste into biofuels. The research is not limited to E. coli. "We are considering the use of photosynthetic organisms and fungi as other fabrication platforms," Lu said. "In addition, we have only demonstrated the interface of biology with gold and semiconductor nanocrystals, but there are many other materials that can be interfaced. Ahmad Khalil, a biomedical engineer at Boston University who was not involved in the study, applauded the work. "This work presents, to my knowledge, one of the first demonstrations of using synthetic biology approaches to rewire or engineer these cellular mechanisms to precisely control how inorganic materials are assembled or synthesized on a molecular bio-template, thus providing an avenue for genetically encoded materials engineering," Khalil told Live Science. Hopefully, in as close to that particular voice as possible! We can only dream. I briefly checked this out in game, and it appears that the highest threshold for the Master Looter setting is epic quality. So yes, you could set it to epic and assign the shards to yourself, but you'd also have to assign every other piece of epic loot while you were at it. Blue and green items would be normal roll, however. Maybe I'm mistaken and have to pay more attention to the quest line, but I could've sworn (spoiler, maybe?) half of the Klaxxi Paragons die in the assault outside of Heart of Fear. But two tiers later, we find them in Orgrimmar. You're mistaken -- Malik was the only paragon to die in that assault. There's also a sha-corrupt paragon you kill earlier in the Klaxxi quest lines. The rest of the paragons escaped unscathed, only to be murdered during the Siege. I honestly don't know the answer to that one. I hope so! Those loot cards were ridiculously fun. Sure, you had to buy TCG packs if you wanted a chance at getting them, but they didn't really do anything to enhance your character, they were just fun little toys. Mind you, Mists has been full of fun little toys, so maybe they're just planning to keep those items in the game itself from now on. Your average run of the mill grunt isn't likely to know everything there is to know about the history of the Horde, but they've likely got at least a general idea about all of it. They know why their skin is green, they know about Grom Hellscream's sacrifice during the Third War, they know about the internment camps. There are still orcs out there that are old enough to remember the First War, and even Draenor. Thrall definitely knew a lot about what went on on Draenor, he was the narrator for Rise of the Horde -- Drek'Thar apparently filled him in on all that history. Medivh is definitely known about, since he's the subject of a Caverns of Time instance that clearly shows him opening the Dark Portal. I'd say most orcs have at least some knowledge of what happened, but the depth of their knowledge probably varies depending on their station -- as I said, a run of the mill grunt isn't really likely to have a vested interest in learning history. Someone of higher rank, they might be in a position to learn more, or want to learn more. I really hope they use medivh in the WoD story lines. I love Medivh. I would absolutely love it if he made another appearance at some point. But I don't think he will in Warlords -- the timelines don't really come together. We're going back to a point before the Horde was fully corrupted by the Burning Legion, long before the Dark Portal was opened, and it's been stated we won't be dealing with "alternate reality Azeroth" at all. That said, I wouldn't be surprised to see Kil'jaeden make an appearance, as the orcs were his personal pet project, and I doubt he's happy that project slipped out of his hands. This is going to be a pretty boring answer, but I assume they taste like some sort of breakfast pastry, or just plain old bread. The name doesn't mean they're some sort of special mana flavor, it just indicates they were made with mana -- created by a mage. But if you want you can pretend they crackle in your mouth like Pop Rocks when you eat them. Because that would be pretty weird and cool. I'm not sure! Noblegarden is a pretty fun event, that's not the issue. It's that people have been doing that pretty fun event for several years now, so it's just a bit repetitive now. There's a limit on how complex you can really make holidays in WoW -- sure, they're fun, but the content is only out there and playable a short time out of the year, whereas something like a dungeon or a raid is out there and playable year-round. That said, in Warcraft III there was a scenario map called Funny Bunny's Easter Egg Hunt that was pretty cool. It had kind of the same concept -- you collected eggs, but you went to a place called Bunny Island to do it, and there were gangs of evil bunnies that would try and stop you. Now, obviously this was a Warcraft III thing, but I don't know -- it might be kind of fun to see that portion of the event come to Azeroth, complete with evil bunny mini-boss that dropped cool stuff like transmog items or the like. ... really I just like Warcraft III. Channels... Newswise — CHARLOTTESVILLE, Va., April 3, 2014 – Under the microscope, they glow like streetlights, forming tidy rows that follow the striations of muscle tissue. They are mitochondria, the powerhouses of cells, and researchers at the University of Virginia School of Medicine have created a method to illuminate and understand them in living creatures like never before. Not only can the researchers make the mitochondria fluoresce, to glow for the microscope, but they can discern from that fluorescence the mitochondria’s age, their health, even their stress level. And ultimately that glow, in its soft reds and greens, will shed light on human health and a massive array of illnesses, from diabetes to Parkinson’s disease to cancer. “Mitochondrial health is important for physiology and disease. That is well known. However, the whole field of mitochondrial health is largely unexplored, in large part because of the lack of useful tools. This has hindered the understanding of the importance of mitochondria in disease development,” said UVA researcher Zhen Yan, PhD, of the UVA Cardiovascular Research Center. “With this study we have, for the first time, shown that we can use a reporter gene to measure mitochondrial health robustly in vivo. We believe this tool will allow us to get into the field of mitochondrial biology like never before. “Before, we could see the mitochondria under an electron microscope. That showed us only what they looked like,” Yan said. “Now we can measure the health of millions of mitochondria at the click of a button. Yan and his team based the new tool on a reporter gene, a type of gene used in scientific research to determine the activity and function of other genes. The reporter gene produces a protein that glows green when newly made; the protein then transitions to red as it ages. By giving the reporter gene specific targeting directions, the UVA researchers were able to instruct the protein to enter the mitochondria, setting them aglow. “So now we have fluorescent mitochondria, which are fluorescent green initially and then, as the mitochondria age or become oxidized, they transition to red, so that we can assess the oxidation status,” said Rhianna Laker, PhD, a postdoctoral fellow in Yan’s lab and the lead author of a new paper detailing the work. The researchers have put their tool to the test in flies, worms and mice. They found that mice fed a high-fat diet had more red mitochondria, meaning the mitochondria were stressed or oxidized, while mice that exercised had more green mitochondria, Laker said. That finding speaks both to the importance of exercise and to the potential diagnostic power of the new tool, dubbed the MitoTimer. Taking advantage of the wide-ranging expertise at the School of Medicine, Yan’s lab collaborated with Jeff Saucerman, PhD, of the Department of Biomedical Engineering, to take the work to the next level. Saucerman’s team has developed a computer program that can analyze the degree of mitochondrial fluorescence to assess both individual mitochondria and the overall ratio of red to green in a particular area. That ratio speaks to the health of the cells. “The mitochondria are both the powerhouse of the cell and a sensor of metabolic state and stress,” Yan said. The findings have been published online in the Journal of Biological Chemistry and will appear in a forthcoming print edition. The article was authored by Laker, Peng Xu, Karen A. A long position provides approximately a 99% chance of 20% return or higher. PINC is the strongest performer in generating economic value, relative to peer set. Investors have a rare opportunity to get in early before the market prices in the company’s strong economic position. Premier, Inc. (PINC or "the company") operates as a healthcare alliance that unites hospitals, health systems, physicians, and other healthcare providers in the United States. Based on our Economic Value model and Monte Carlo simulation, our probability distribution of "fair value" for PINC affirms that the intraday share price of $32.32 is undervalued (as of 4/2/2014). The estimated expected value of the share price based on the mean and median is $47.12 to $47.01, respectively (Table 1). Due to the company's limited history as a publicly traded company, we took a fairly conservative outlook relative to its most recent performance and its peer set. However, despite a deliberate pessimistic forecast, the company's stock price shows significant upside potential (Figure 1). Long: approximately 99% chance of 20% Return or Higher. 0% chance of a loss. Short: approximately 0% chance of 20% Return or Higher. 100% chance of a loss. PINC initially came to our attention through our Economic Value ranking (Table 3). Not only does the company impressively generate the most Economic Value in absolute dollars, it also ranks the highest after adjusting for both size in Capital (27.2%) and Revenue (15.9%). (Table 4) Although Revenue Growth is about near the median (5.3%), PINC's Economic Value has been driven by its exceptional ability to generate a high Return on Capital (35.7%). (Table 5) The company's high Return on Capital is a function of impressive NOPAT Margin (20.9%) and respectable Capital Turns (1.71x). However, despite the company's exceptional ability to create value, market expectations still lag. We presume that limited investor recognition is the culprit, given that PINC only became public in September of 2013. Market expectation can be observed through Market Value Added (MVA), which is the Market Value (Debt plus Market Value of Equity) less the Capital invested, and represents shareholders' expectations of the future stream of Economic Value or Discounted Cash Flow (DCF) after deducting the capital invested. Mathematically the Net Present Value of a DCF is always equal to the Present Value of Economic Value. Consequently, we can calculate the Implied Economic Value Growth in MVA (Table 6) embedded in the current share price. PINC's Implied Economic Value Growth in MVA is approximately -50.1%, which is at the low end relative to peers. The good news is that it will take very little for the company to exceed market expectations. Note: The peer set selected is from a universe of companies based on S&P Capital IQ's Health Services industry classification. Where possible we include up to 30 peers in order to get a better statistical sample. For this analysis our peer set includes: Addus HomeCare Corporation (ADUS), Air Methods Corp. (AIRM), Alliance Healthcare Services, Inc. (AIQ), Almost Family Inc. (AFAM), Amedisys Inc. (AMED), AMN Healthcare Services Inc. (AHS), Bio-Reference Laboratories Inc. (BRLI), BioScrip Inc. (BIOS), Catamaran Corporation (CTRX), Chemed Corp. (CHE), CorVel Corporation (CRVL), Cross Country Healthcare, Inc. (CCRN), DaVita HealthCare Partners Inc. (DVA), ExamWorks Group, Inc. (EXAM), Express Scripts Holding company (ESRX), Gentiva Health Services Inc. (GTIV), Healthways Inc. (HWAY), IPC The Hospitalist company, Inc. (IPCM), Koninklijke Ahold N.V. (AH), Laboratory Corp. of America Holdings (LH), Landauer Inc. (LDR), LHC Group, Inc. (LHCG), MEDNAX, Inc. (MD), National Research Corp. (NRCI.B), Omnicare Inc. (OCR), Premier, Inc. , Providence Service Corp. (PRSC), Quest Diagnostics Inc. (DGX), and Team Health Holdings, Inc. (TMH). Although past performance is not always indicative of future performance, historical data can provide a good estimate of the range of possibilities. The ranges we use for our key drivers of Revenue Growth, Spread, NOPAT Margin and Capital Turns represents our 90% confidence interval. For each scenario of our valuation, a random value is generated for the drivers of our discounted Economic Value model (Figure 2). These random values are based on reasonable ranges derived from Trailing Twelve Month (TTM) 10-year historical distributions of company and peer data. While point estimates are often "precisely wrong," range estimates provide a more realistic view of market variability and have a greater chance of the actual outcome falling within the estimated range. Additionally, we scrutinize the inputs of our Monte Carlo simulation through our Economic Value calculation, where adjustments are made to accounting statements to more accurately reflect the economics of each driver. In some cases where our initial assumptions generate a valuation substantially different from the current trading price, we attempt to be conservative and create a margin of safety by taking a very optimistic outlook for a Short position or a very pessimistic outlook for a Long position. Since PINC has limited information regarding its historical performance, we offset this source of uncertainty by relying more heavily on peer data and by taking an exaggerated negative outlook. However, despite our cautious assumptions for the key drivers of our model, the company remains a clear Long (Figure 3). (Table 7) In our view, the range assumption of 3 to 7% for Revenue Growth is very conservative given the mean for the peer set was 20.1% and the median was 9.4%. The overall weighted average Revenue Growth rate for the peer set was 8.4% (all statistics based on 10 years of data). (Table 8) Again, our estimates of Spread exhibit a fairly pessimistic view given the mean for the peer set was 3.0% and the median was 2.5%. The overall weighted average Spread for the peer set was 2.8% (all statistics based on 10 years of data). We assumed that the Spread for the company would decay from its current rate of 27.1% to a perpetuity value ranging from 0 to 3%. Our range assumption for NOPAT Margin is also pessimistic given PINC's most recent performance of 20.9% (Table 9). We anticipated that NOPAT Margin would decay between 8.8 to 11.6%. Our range assumption for Capital Turns is again lower than recent performance of 1.71x (Table 10). We chose a range of 0.97 to 1.00x. PINC remains a Long despite an exaggerated pessimistic outlook. This outlook helped us to address possible risk factors, such as the company's corporate structure and short tenure as a publicly traded company. We gain further confidence in our Long position when we compare the company's competitive position to one of its peers. Although Market economics has worsened, PINC's competitive position signals a strong economic moat. In contrast, Quest Diagnostics Inc. has a weaker competitive position despite being a larger player. Lastly, when we look at other valuation methods, PINC clearly stands out as undervalued (Figure 5). By example, based on S&P Capital IQ calculations, the company is trading at an absurdly low 2.70x TEV/LTM EBITDA multiple. In contrast, even though PINC grew Revenue at 5.3% with a positive Spread of 27.1%, one of its closest peers, DGX, decreased Revenue by -3.2% and generated a negative Spread of -1.1%, yet trades at a TEV/LTM EBITDA multiple of 8.1x. As a final note, PINC generates strong cash flow and has approximately $233 million in cash (as of December 31st, 2013 Balance Sheet), giving it the financial flexibility to either grow extensively through profitable acquisitions or return cash back to shareholders. Either of these scenarios provides additional upside not accounted for in our very conservative outlook. After hearing arguments from all sides and being clued in to the personal drama between Brooke (Katherine Kelly Lang) and Ridge (Thorsten Kaye), Eric makes a shocking decision to remove Rick (Jacob Young) from the presidency and make the two former lovers co-presidents instead. However, in a preview clip for the Thursday, April 3 episode, his plan appears to begin backfiring when Ridge and Brooke can't stop fighting. Brooke, specifically, is upset with Ridge for choosing her sister, Katie (Heather Tom) over her, and is now on a mission to make sure Ridge doesn't try and get her children, Rick and Hope (Kim Matula), completely removed from the company in revenge. "You are trying to destroy everything that Hope and Rick have done here. I won't let you do that," she says to Ridge in the preview clip. "You don't deserve to be president of this company. Meanwhile, Ridge's decision to fire Oliver (Zach Conroy) has been met with extreme opposition, and a combined effort by Carter (Lawrence St. Victor), Maya (Karla Mosley) Hope and Aly (Ashlyn Pearce) could help him get his position back as the photographer for the Hope for the Future line. Despite being the company lawyer, Carter agrees with his fiancee and co-workers that Oliver should remain right where he is. "Getting rid of Oliver was going too far," he says in the clip. However, Oliver may initially be resistant to the help, because he feels that his lack of a Forrester name doesn't qualify him to stick around. "Ridge is a Forrester," he says in the clip. Billions with Tropical Diseases Lack Proper TreatmentAilments such as intestinal worms, river blindness and elephantiasis are classed as "neglected tropical diseases" (NTDs), and the most affected people are those living in distant rural areas or slums. In 2012, 700 million people obtained some treatment for NTDs, according to a new report by WHO, stated The News International. "We still need diagnostics and we still need drugs," said Bill Gates at the launch of the new WHO report. Some more NTDs included are Guinea worm, bilharzia, blinding trachoma, Chagas disease, leprosy and visceral leishmaniasis (black fever). These diseases are mostly carried by bacteria and parasites that spread in filthy areas with poor sanitation and polluted water. Though many of these diseases are avoidable and treatable, they disable, impair or even kill millions every year. Over 800 million children live in worm-infected areas which impact their nutrition, health and education. "Funding shortfalls and constrained human capacity in many endemic countries continue to limit the scale-up of drug delivery," according to the report. "I think we'll be able to raise the money. It's kind of like vaccines - you'd feel awful if you didn't raise the money," he said. But, "it may take us a few years to get up to where we are doing all these mass drug administration programmes at the intensity we'd like to," The Guardian quoted Gates as saying. Close to 1.35 billion doses of treatments were donated by pharmaceutical industry last year, which helped in the progress of treatments. Gates, the World Bank and other donors are making efforts to fight NTDs in Africa and other low-income regions with a new funding of $240 million, out of which $120 million will be used into a collaboration to fight soil-transmitted helminthes - a group of intestinal worms that are commonly seen infections among children living in poor conditions. 0 0This article is copyrighted by IBTimes.co. Feed&Grain Magazine - How to Decontaminate a Dry Grain Processing Facility
Using chlorine dioxide gas to reduce the threat of Salmonella spp. A row of chlorine dioxide gas cannisters line a dry grain facility in preparation for Salmonella spp. decontamination. Grain processing facilities provide an ideal scenario for salmonella contamination. Dry facilities are rarely decontaminated or cleaned with liquid disinfectants and the huge amount of product going through the facility every day make it ripe for contamination. Regardless of where the salmonella originates from, once a facility and its equipment become contaminated, it becomes a source for future contaminations. A 280,000-cubic-foot protein powder grinding, drying and packaging facility had a Salmonella spp. contamination of some of the equipment. The facility was nearly impossible to decontaminate using conventional methods, not only because it was a large facility, but also because of its height. It was 90 feet tall with three floors in need of decontamination (the second through fourth floors). The second and third floors had 20-foot-high ceilings, and the fourth floor had a 40-foot-high ceiling. The facility was also intricate, having equipment ranging from the very large to small. Some areas were very tightly packed, narrow, with lots of sensitive electronics and processing equipment. Chlorine dioxide gas was used to decontaminate the facility, which consisted of a variety of large rooms and large intricate and sensitive pieces of equipment. These areas included processing, conveyor systems, dryers, packaging, loading docks and offices. There were many different types of materials and surfaces within these facilities, including stainless steel, epoxy-painted walls, raw concrete walls and floors, solid flooring, painted steel cabinets, plastic light fixtures, plastics, conveyor belts, many different types of electronics and rubbers. Once it is determined that a facility needs decontamination, there are many possibilities as to which decontamination method would be best. The most common method is spraying/wiping/mopping and fogging/misting with a high level disinfectant and steam. Because the facility is a dry powder facility, basic washing and rinsing are not an option. Liquid disinfectants are not used because they include moisture, which causes organisms to multiply. If a liquid decontamination is not 100% effective, it only fuels microbial growth. In the past, this facility utilized steam to kill organisms. While steam can work, it is hard to be 100% effective. Since it is creating moisture, if it is not 100% effective, it can make the situation worse. For steam to work, temperatures need to be over 250 F for 15 to 30 minutes. While this sounds easy, metal surfaces dissipate heat rapidly, and cement has a lot of thermal mass and warms slowly. Because of the limitations of this method, a more thorough process was needed. Three different decontamination agents; vapor phase hydrogen peroxide (VPHP), ozone gas and chlorine dioxide (CD) gas, were considered. All were known to be effective decontaminants for spore and non-spore forming bacteria under ideal laboratory conditions (i.e., clean flat surfaces lacking porous materials or potential dead-legs with which fumigant penetration might be inhibited). VPHP was not chosen because it quickly condenses and does not get the required distribution. Ozone has too short of a life and breaks down before being distributed throughout the facility. Chlorine dioxide (CD) gas was chosen because it is a true gas, which can evenly distribute, getting into the cracks and crevices. It is registered as a sterilant with the Environmental Protection Agency, so it gets complete inactivation of all organisms. Chlorine dioxide has also been used to successfully treat food and drinking water for years without leaving residues. Full decontamination of the facility and all the equipment was critical before starting production again. The persistent problem had existed for years, and pressure was on to finally eradicate it. Since this facility was a supplier of ingredients, their customer was expressing strong concern for the issues. This was also critical financially, since the loss of a customer or recall due to contamination is extremely costly. Foodborne illnesses cost an estimated $152 billion each year in health-related expenses (Scharff, 2010). The Centers for Disease Control and Prevention estimates that each year roughly one out of six Americans (or 48 million people) is affected, 128,000 are hospitalized and 3,000 die from foodborne diseases each year (CDC, 2011). In addition to the recalled product values, the impact could result in a reduction in sales, product liability claims and image rebuilding costs, along with the cost of restoring status within distribution channels (Gunther, 2010). The decontamination preparation, actual decontamination and cleanup took place over the course of two days. However, prior to the decontamination event, the facility was cleaned of most of the visible dirt. Five engineers from the decontamination service provider supplied the staffing and expertise for the project. The first step was to seal the facility. The HVAC system was then shut down in order to contain the gas during the process. The supply inlet and exhaust outlet in the mechanical room on the roof were covered and taped with plastic sheeting. The personnel doors (except one used for entry and exit prior to the decontamination) were sealed with duct tape. Once the sealing was completed, tubing was run. The gas generators were located outside the decontamination areas, and red 1/4-inch tubing was run from the gas generators to the 66 gas inject locations inside the area to be decontaminated. To measure and record the CD concentration, green 1/4-inch tubing was run from the ClorDiSys Sensor Module to 13 sensing points throughout the area being decontaminated. The sensor module consists of an industrial UV-VIS spectrophotometer, which accurately monitors and logs the concentration/dosage. This enables that the process parameters are met prior to the process being terminated, ensuring that every decontamination cycle is effective. Fans were then placed throughout the facility to aid the distribution of the gas and humidity. On the second day, biological indicators (BIs) were placed throughout the facility. B. Stearothermophilus BIs containing 1 million spores each, was chosen because of their resistance. Sixteen (eight pairs) of BIs were placed throughout the facility, mainly in areas that did not have gas sampling or injection points, to demonstrate distribution and provide evidence as to the effectiveness of the process. Each of the BIs was located within areas where environmental swabbing resulted in positive samples for Salmonella spp., or which were considered difficult for the gas to reach. The gaseous chlorine dioxide process used is registered by Clordisys Solutions Inc. with the EPA (EPA #80802-1) as a sterilant, and if process parameters are met, then biological efficacy is ensured. The validated photometric measurement ensures proper concentrations are met for six-log-sporicidal kill. Once everything was in place, the process of humidifying was initiated. This step is required to soften spore walls if sporicidal kill is needed. Humidification was accomplished using the in-house steam system. After all the rooms were at the minimum RH level of 65% for a minimum of 30 minutes, the steam systems were shut down. At this point, the gassing process was initiated by opening the 2% reagent gas cylinders to start creating the CD gas. A CD gas concentration of 1 milligram/liter was targeted and reached. The target concentration of one milligram/liter or 362 ppm has a typical exposure time of two hours, which equates to (362 ppm * two hours) = 724 ppm-hours. In approximately 4.5 hours, the minimum dosage of 724 ppm-hours was exceeded, and the gas injection was terminated. Once the desired exposure was completed, aeration was initiated by starting the exhaust system and removing the plastic covering the exhaust grills. Next, the supply was started, and the plastic covering the supply inlets was removed. Within 30 minutes most of the readings were at 0.0 milligram/liter to 0.1 milligram/liter and a few at 0.2 milligram/liter. At 60 minutes, the concentration was at or below 0.1 ppm. (The current Occupational Safety and Health Administration permissible exposure limit (PEL) for chlorine dioxide is 0.1 ppm as an eight-hour time-weighted average (TWA) concentration [29 CFR 1910.1000, Table Z-1]). Sixty minutes after aeration was started, the facility was entered using proper gowning techniques and the fans, injection and sampling tubing were removed. At this point, the decontamination was officially over and the facility was able to start up production once again. The chlorine dioxide gas decontamination of the 280,000-cubic-foot dry grain facility was successful. This was determined by gas distribution at proper levels as measured by the Clordisys EMS, length of exposure at measured values, complete kill of all biological indicators, lack of positive swabs, no physical residue and no visible indication of material degradation on any of the equipment, lights or electronics left within the building. The area was free of CD gas within one hour of aeration and safe to enter. During the decontaminations, the entire area surrounding the section of the facility being decontaminated was periodically scanned with a low-level sensor and no leaks were detected. When implemented as directed, CD has been shown to be a flexible, scalable, practical and effective method for microbial decontamination of large facilities with minimal work, minimal down time and with the effectiveness of a true gas. It is estimated that more than 750,000 steel grain bins have been built in the United States in the past 75 years. It is anyone’s guess how many of these are still in use. In recent years, the industry has erected between 10,000 to 16,000 steel bins a year. "To look nice I wore a pair of heels. Then Jamie came in and introduced himself and I was sort of looking down at him. No wonder. Bell has a wiry but compact build ("I'm 5-feet-8 after yoga, when I've stretched myself out") and Lind reports her height as 5-feet-7 - that is, when her lustrous brunette locks aren't poufing up a bit. "At the last minute, right before the audition, I snuck a pair of flats out of my bag and changed shoes," she says. "Very Anna Strong-like," says Bell admiringly. The couple's easy, joking banter strikes quite a contrast to Abraham's haunted demeanor, and to that of Anna, who, in Lind's portrayal, exhibits a world of pain and resolve in her enormous brown eyes. "On the show, I look so SERIOUS!" Lind says. "But there ARE a few scenes toward the end of the season where there's laughing. "Why?" asks the reporter. "You can use that word if you like," she replies with an explosive giggle. "It gets hot and heavy, man," Bell elaborates. "We spend at least half the season building up to it. Meanwhile, they have been busy helping the struggling Continentals hang on. "Turn," which wrapped its first season just one day before this interview in New York, was shot around Richmond, Va. Billeted there with Bell and Lind were Seth Numrich as Ben Tallmadge and Daniel Henshall as Caleb Brewster, the other members of the undercover quartet. The series also stars Kevin R. McNally, Burn Gorman, Angus MacFadyen, JJ Feild and Samuel Roukin as the slithery Redcoat Capt. Simcoe, who viewers will love hating from his boots to his powdery wig. Speaking of which: "The men on this show have more makeup and hair than WE do," cracks Lind. "Do you know how long it takes to straighten out his ponytail?" she says with a nod toward Bell. "I wear a little extension," he concedes. "I've been wearing it for five months and I took it out yesterday for the final time. But his real point of contention is with a certain wardrobe item. "I HATE tricorner hats," Bell declares. The show's solution: a knit cap was fashioned for Abraham that looks like an 18th-century version of the headgear that Bell wears in real life "cocked to one side," he laughs, "because I think it's cool. You'll notice in the show that if I have a tricorner it's in my hand, never on my head. And if it's on my head, there's been an argument that day. Indeed, one scene in the premiere finds him wearing his tricorner, "but I had to," he explains, "and in my next scene you see me chucking it into a wagon. "If only it were that easy to chuck my corset off," says Lind. Not that she's complaining. She thinks "Turn" is poised to spark a new fashion craze. "That's my dream," she says. Admiral Sir Harry Burrard Neale, who rose to become Commander-in-Chief of the Mediterranean Fleet, captured or destroyed 20 enemy vessels during his career and also helped defeat a mutiny. Now campaigners have unveiled plans to restore a 172-year-old monument. The 76ft Egyptian-style obelisk overlooks Lymington, where Sir Harry was MP for a total of 25 years over a 40-year period. Cleaning, re-pointing and repairing the listed structure in Monument Lane, Walhampton, is expected to cost tens of thousands of pounds. The work, coupled with other projects commemorating Sir Harry, could result in a total bill of between ?75,000 and ?100,000. Lymington and Pennington Town Council owns the obelisk and is planning to apply for a grant from the Heritage Lottery Fund. Next year sees the 250th anniversary of Sir Harry’s birth in 1765 and the 175th anniversary of his death in 1840. Members of the Burrard Neale 250 campaign are drawing up proposals to refurbish the monument and improve the overgrown area around the historic landmark. A campaign spokesman said: “The monument is a particularly fine obelisk made from granite from the same quarry as Nelson’s Column and erected at the same time. “It’s one of Lymington’s hidden gems. While its tip can still be viewed from the High Street, the monument is largely obscured by trees. “The campaign aims to resolve these problems, enabling residents and visitors to rediscover the obelisk, enjoy its attractive setting and learn about Sir Harry. Lymington’s mayor, Cllr Anna Rostand, added: “Sir Harry was a central figure alongside Nelson and was one of the town’s greatest sons. “The 250th anniversary of his birth gives us a great opportunity to give this spectacular monument and its surroundings a new lease of life. Organisations supporting the campaign include the Lymington Society, Hampshire Gardens Trust and the New Forest National Park Authority. What is an adult? A child blown up by age. Young Simone de Beauvoir shared her room with the maid. Outside her family's Paris apartment was the Boulevard Raspail and the Boulevard du Montparnesse. At the age of three she threw her first conscious temper tantrum. To her credit, she stopped when she no longer required the attention. Her parents spoke to her only in a reproving tone during those difficult years. Simone reserved her true conversation for her sister Helene. They made up a language their parents would not understand, full of winks and sounds, intimate gestures that they alone could understand in the presence of their parents. Together they created a fantasy world based on the lives of the saints. Simone would play the martyr almost exclusively. She wrote of Helene that "she was my accomplice, my subject, my creature. It is plain that I only thought of her as being 'the same, but different', which is one way of claiming one's preeminence. Without ever formulating it in so many words, I assumed that my parents accepted this hierarchy and that I was their favourite. the sisters aged three and fiveAlthough Simone's father was engaged in the slow process of falling out of the upper class, he would not send his children to the public lycee, fearing contamination. One of her father's favorite remarks was, "The wife is what the husband makes of her: it's up to him to make her someone." The pressure he puts on his wife Francoise extended to his precocious young daughter, who he expected would discuss books with him. Simone de Beauvoir had a library card at the age of four. The de Beauvoirs fled Paris in fear at the onset of the first World War, but soon returned. Georges de Beauvoir was called to the front and returned to his family after a heart attack. Back in the presence of his young daughters, they could not help but be antagonized that his moustache had gone as well. The sound of gunfire could be heard every night. The family was forced to subsist on a corporal's pay, and Simone imitated her mother's frugality. In her 1990 biography, Deirdre Bair recalls Simone's younger sister Helene telling her, "In our games when she liked to play the saint, I think it must have given me pleasure to martyrize her even though she was so kind. I remember one day reaching the summit of cruelty: she took the role of a young and beautiful girl whom I, as an evil ruler, was keeping prisoner in a tower. I had the inspiration my most serious punishment for her would be to tear up her prayer book. Most of Simone and Helene's classmates had left the city. Walking the grounds of their school was most eerie, almost like visiting a graveyard. The date was 1918. Paris had always disappointed her; it was too familiar, and she had nothing else with which to compare it. Simone de Beauvoir was ten years old. She wrote in her memoirs that "I had made a definite metamorphosis into a good little girl. Right from the start, I had composed the personality I wished to present to the world; it had brought me so much praise and so many great satisfactions that I finished by identifying myself with the character I had built up: it was my one reality. Her father's law practice had faltered, and a job with his charlatan father-in-law also dried up as soon as the company's military contracts vanished. The family moved into a middle class building at 71 Rue de Rennes. The fifth floor flat had no elevator, and Simone now shared a bedroom with her sister. Seeing the small room, their friends could not contain their looks of shock. Her father wanted to give the girls bicycles, but her mother, in view of the family's finances, could not allow it. She did not understand sex, although she was determined to flirt with men, to do anything impetuous or brazen to attract their attention, not knowing what any of it meant. When she was very small she had thought her parents bought their children in a shop. Until her adolescence began, she was her father's favorite. The entire family had listened to her stories with rapt attention. But acne interfered, and soon she was clearly the less beautiful of the senior de Beauvoir's two daughters. It was not simply her new appearance that so disgusted Georges de Beauvoir, it was that his daughter's education had not stopped in the place that his had. She was becoming an intellectual, and he hated that sort. He called her ugly. At school she fared no better. Her classmates ignored her, bullied her, mocked her. She told Bair, "Of course it bothered me that I was not popular. But when I compared all to the satisfaction of reading and learning, everything else was unimportant. Those slights meant very little, and soon I didn't even think about it." Even as a lie, it was a good one. The last time Deirdre Bair saw Simone de Beauvoir was on the afternoon of March 7, 1986. It is difficult to imagine her at this age, so small and frail. In the introduction to her biography, Bair describes the last tiny embrace Simone gave her, hugging her lower body. Bair towered over Simone by several feet. with sartre and others in 1951Her first attempt at writing was titled, "The Misfortunes of Marguerite." She abandoned it when she realized, after consulting an atlas, that the crossing of the Rhine where she had set the story did not in fact exist. Her parents had a low opinion of cinema; they regarded Charlie Chaplin as completely silly, even for their young daughters. When she found that despite her Catholic education, she was both willing and eager to discard God, Little Women entered her life. Of course she was Jo. She fantasized about her own death, imagining her funeral, the weeping mourners. with sartre in chinaHer first real friend was Elisabeth Le Coin, an emaciated little girl with a dark scar on her left leg, suffered at her own hand. Elisabeth replaced Helene in Simone's life, much to the younger de Beauvoir's chagrin. The two became inseparable. Simone's mother would tell her nothing of becoming a woman, so Elisabeth and Simone were forced to figure out the particulars together. Sexuality scared her more than anything. Once a young clerk in an antiques shop exposed himself to her, and she had no idea what to make of it. with Richard and Ellen Wright on her first trip to New York City, 1947Her prettier sister had no such conflicts with men. They both had heard their parents engaging in rowdy sex through the thin wall in the tiny apartment, but Helene alone was normalized by relationships with her peers. Although she was at the top of her class, her parents' only wish was that she meet a man and get married. Simone found an article in a magazine about a woman who had become a philosopher and was now teaching the subject. Her mother was completely disappointed by Simone's lack of interest in her Catholic faith. To hide from her mother's frequent invasions of privacy, she wrote in handwriting so small it could not be detected by any eyes other than her own. According to the United Nations, around 10 percent of the population live with a disability. In other words, there are roughly 3 million people with disabilities in our nation. With that, the government had in 2008 decided that the civil service must allocate one percent of jobs to people with disabilities. With the one per cent quota policy, we expect 14,000 jobs to be provided to the disabled people amongst the 1.4 million civil servants. After five years of implementation, it is disappointing that the government has yet to achieve its aim of having at least one per cent of the government workforce being the disabled. In the year 2008, there were 581 disabled people working in the public sector. The number increased to 1,686 in 2011 and was slightly improved to 1,754 in 2013. At this pace, given another 20 years we will not achieve the target of having one per cent of officers in government agencies being people with disabilities. The government’s failure to implement the one percent quota policy has definitely demotivated those with disabilities to work in the public sectors, what more in the private sectors. More fundamentally, there is work to be done by the government to provide sufficient training to the disabled people and protect their great interest, as to ensure their abilities to earn a living, in both public and private sectors. As a matter of fact, the one percent quota is relatively low compare to United States (three percent) and United Kingdom (three percent). Take for examples, United Kingdom had in 1944 legislated the Disabled Persons (Employment) Act 1944 - employers who employ more than 20 employees must have three percent of disabled persons. The same goes to Brazil in which employers who employ less than 200 employees to have two percent of disabled people and companies more than 1,000 people need to reach even five percent. Hence, the government must play its role and fulfill its social obligation to implement the one percent quota policy so that the disabled persons can overcome the prejudice and discrimination and be fully employed on their own merits to compete with non-disabled workers. In the absence of such implementation, unequal access to employment opportunities will remain a reality for them. Also, more accessibility to be created in workplace to improve the convenience for disabled people to improve their willingness to work and fairly represented in their workforce.
